The Harford County Department of Housing and Community Development’s Emergency Housing Loan Program is available (depending on funding) to low-income Harford County homeowners.

Loans of up to $15,000, subject to 2% interest rate, may be available to qualifying households.  

One-time loans in the form of a subrogated mortgage may be offered, at the sole discretion of the Director of the Department of Housing and Community Development, subject to the following eligibility criteria:

  • Household income must be no more than 150% of Federal Poverty Income Guidelines:

For each additional resident, add $607.00

  • Funds must be expended on one of the following expenses:
  • Emergency home repairs
  • Unpaid property taxes

  • The property to be improved with the loan proceeds must be held in fee simple or subject to a perpetually renewable ground rent.

  • Title to the property shall be good and merchantable and free of any liens, encumbrances and other exceptions objectionable to us.

  • The Loan must be secured by a Deed of Trust creating a SECOND lien against the property, if a first exists.

  • Applicant has exhausted all other avenues for revenue to cover costs of these emergency repairs.

Emergency Housing Loans will be made available on a first-come, first-served basis. Payments of principal and interest shall be made monthly and total payment will be due in full on the first to occur:

  1. Cessation of the use of the property as homeowner’s principal      residence;
  2. Default under the first mortgage;
  3. Sale, transfer, or refinance of the property, without the prior     written consent of the Department of Housing and Community         Development.
